Kitty Von Doeren Tie several balloons 6-12" apart on each string and tape one end to the floor to save time and tape. Or use weights instead of taping and you can easily move them around.

Jean Thompson glue or tape would be an excellent alternative. it would speed things up too! this would work for any occasion. great party favors.
TeriAnn Denta if you glue, use clothes pins to hold together while drying. or just use hot glue or sew...as a former home ec teacher I can tell you it's not hard to sew a straight stitch...you can do it!
Sara's Fishbowl If you use tissue paper, you can tie the ends with ribbon...with the folded tissue paper (so it ends up 3 or 4 layers thick).
