Aren't these pretty? Instructions from Melissa Lauren Marghella of MLM Worldwide Event Planning: Take a stack of tissue paper (more paper makes a fuller ball). Then fold the paper accordian style. Secure the center of the strip with floral wire or rubber band. Cut the ends into half circles. Then CAREFULLY pull the layers apart and fluff!!
