do as many coats as you want of your glitter polish, dry, one coat of top coat, dry. Place a star sticker (one that teachers give out) in any way you want and then do two coats of matte nail polish, just make sure the sticker doesn't move. Then while the matte is still tacky take of the stars, then finish with top coats.
