The rules are purely advisory and there's no enforcement or penalty for violating them, though there are some exceptions for the District of Columbia and states can make their own flag laws. Debbie Lovan-Dearinger I am a double liver recipient. My first liver failed and it was repeated 2 days later. That was 11 years ago. I went back to school, moved to another state, and just recently retired. For all that think being a donor is wrong or are just afraid, I can say I have never been so grateful for someone's love and compassion for another person in their deep grief to think of someone else. My donor was 15 years old. Please make the decision to donate before someone asks your grief stricken family to make it for you. Thank you all who have made that decision.
