Liquid eye liner and a steady hand is your best bet they have a lot of you tube tutorials on how to do eye liner

Try using a sharpened pencil-liner first, and then cover it with the liquid eyeliner. Much easier!

I ALWAYS suggest Physicians Formula eye liner. I personally use the gel and I'll NEVER go back to anything else. The colors are deep and beautiful and it's a rare occasion when it smears or budges period. They even have the complimentary colors for eye color. Without a doubt the BEST eye liner I've ever used.
